The International Association for Public Participation (IAP2) Global Learning Pathway qualification comprises three modules.

PlanCom Consulting offers these courses towards an internationally recognised qualification. The course is an industry standard in many countries and has been highly valued by practitioners for over 25 years. A certificate is issued at the completion of each module and for the attainment of the IAP2 qualification (IAP2 Global Certificate in Public Participation/ Engagement).

The course draws on the best stakeholder and engagement practice and frameworks from around the globe. This certificate program comprises the equivalent of 5 days training either in person or online.

  • IAP2 Way in Challenging Contexts – (2 x 3.5 hours on-line or one day in person)
  • Designing Public Participation – (3 x 4.5 hours on-line or 2 days in person)
  • Applying Methods – (3 x 4.5 hours on-line or 2 days in person)

Training.

The IAP2 Global Certification in Public Participation/Engagement

The course was developed using input from practitioners around the globe. Upon completion of each module, participants receive a certificate from IAP2 International. Upon completion of all modules participants are awarded the IAP2 Global Certificate in Public Participation/Engagement, a qualification that is globally recognised.

The course duration is 5 days and has three parts:

  • Fundamentals of Public Participation
  • Designing Public Participation
  • Applying Methods

IAP2 Way in Challenging Contexts

This is the prerequisite course for those who want to undertake the IAP2 Global Certificate in Engagement. It covers the underpinning models and frameworks of engagement practice as defined by the IAP2 community in terms of what it is, who is involved, standards of practice, and the importance of ethical and effective practice. The training will explore these concepts and models in contexts that are challenging, and participants will gain skills and knowledge to apply to their work.

It will give grounding in the IAP2 frameworks and thinking, these being those currently used by many government authorities. This course like all of the courses is highly interactive.

Designing Public Participation/Engagement

This course offers the equivalent of two days in a highly interactive experiential learning environment. Participants have the opportunity to explore their own challenges using practical and real case studies. Participants will learn the design and planning phases of the IAP2 practice framework, providing them with the opportunity to develop practical engagement plans. This includes scoping, community mapping, determining purpose and objectives and levels of influence, choosing appropriate methods, and managing resources, while considering the needs of diverse audiences.

The course is suitable for practitioners who are leading the planning and implementation of engagement processes.

Applying Methods

Applying Methods allows you to explore a variety of methods in implementing engagement and considering how to design and integrate those methods. Participants will learn to select, assess, and create effective elements of methods to work meaningfully with your communities. The methods aim to meet the range of engagement objectives and levels of the IAP2 spectrum. You will learn more about the effective implementation of methods including those that you know about and new ones including exploring the appropriate application of online methods.

Strategies for Dealing with Opposition and Outrage in Public Participation

Based on the work of Dr Peter Sandman, a world renowned expert in Outrage Management, and developed in conjunction with Peter this course recognises that all the best planning does not take away the potential for Opposition and Outrage. Through taking this course participants will understand:

  • how to identify outrage and what causes it in public participation
  • how opposition and outrage hinders engagement and how to plan for it
  • the principles, approaches and strategies for dealing with opposition and outrage in the context of engaging communities
  • how to apply the strategies and approaches to prepare for upcoming challenges

Public Participation for Senior Leaders

This course will help leaders and those who manage processes to focus their energy to get value from public participation. It can be delivered to your team as a three to seven hour session depending on your available time. It looks at engaging the community from a leaders’ point of view. The course will:

  • reinforce how public participation is integrated into the overall project plan.
  • explore costs and benefits of engagement
  • discuss when and why to not involve the public
  • emphasise the importance of the promise to the public
  • overview what leaders needs to know about the role of engagement practitioners

MARGARET HARVIE

Margaret is a Director of PlanCom Consulting, bringing to the training over 20 years of experience in community engagement throughout Australia and experience working in Asia. Her areas of work are local and state government planning, water and waste water, transport (rail, road and ports), power, mining, waste and community infrastructure. Prior to establishing PlanCom Consulting she managed community engagement teams in three major multi-disciplinary consulting firms. Her expertise is the establishment and implementation of community engagement plans and systems. Margaret has undertaken projects and training in the USA, Singapore, New Zealand, Japan, New Guinea, China, Thailand and Malaysia. She holds a Planning Degree from the University of South Australia.

TANYA BURDETT

Tanya is a committed engagement practitioner and a Registered Planner with the Planning Institute of Australia (PIA). In addition to undertaking a PhD at university of Melbourne she is a trainer who is able to bring to the training, experiences and stories on best practice in planning, environmental and social impact assessment and public participation. Tanya has delivered IAP2 training to around 1,000 participants from over 65 countries and has trained in the UK, throughout the Asia-Pacific region (Australia, Indonesia, Vietnam), EU (Ireland, Italy, Malta, Poland, Portugal), Africa (Ghana, South Africa), Yemen and Kazakhstan. Online delivery since 2020 has reached participants in another 20+ countries.
